<idPurp>Designated Use Streams, Water quality criteria are used to protect designated water uses, such as fish and aquatic life, recreation, and water supply. Designated uses establish the reason for protection and the water quality criteria define the criteria required to protect that benchmark. Use designations and water quality criteria together, constitute Pennsylvania Water Quality Standards as defined in Title 25 Environmental Protection, Department of Environmental Protection, Chapter 93. This GIS stream layer (which is not part of the Water Quality Standards) is offered to provide a spatial representation of the Aquatic Life Use Tiers contained in the portion of the Pennsylvania Code referenced above. These spatial representations are intended to supplement the Water Quality Standards but should not be substituted for the official version of the standards found in the Pennsylvania Code.</idPurp>

<suppInfo>Methods: The Chapter 93 streams layer was completed using a customized ArcView 3.2 project file. Using a database containing the Chapter 93 Water Quality Standards information, a customized ArcView 3.2 project was developed to create the new layer. This project related the stream name given in the database with the stream name that was contained in a GIS layer containing all of the streams in Pennsylvania. Each Chapter 93 record in the database was linked with the appropriate records in the stream GIS layer. With this linked stream selected, a spatially referenced Chapter 93 record was created by selecting the upstream and downstream limits, as well as any additional streams falling within those limits. These limits, along with any additional streams, were chosen based upon the records location. This new record contained the River Mile Index (RMI) for the upstream and downstream limit, as well as the upstream and downstream RMIs for any additional streams required for the given location. Once all of the Chapter 93 records had their respective RMIs, a new stream layer was created. This was accomplished by relating the Chapter 93 RMIs with the existing streams GIS layer and selecting out the appropriate streams and stream segments. These new segments were then merged together to form one record for the given Chapter 93 location. After the new Chapter 93 layer was complete, it was checked for gaps and overlapping segments and corrected as needed. To conflate the Chapter 93 layer to the National Hydrography Dataset, Research Triangle Institute took the DEP stream code, From RMI, and To RMI, and converted those values to NHD Reach Code, From Measure, and To Measure. Routes were applied to the resulting Chapter 93 event layer, and then the layer was exported to form a stand-alone feature class. See Process Steps for more information. A six month intensive quality assurance effort was conducted on the NHD layer. Staff compared the spatial representations of designated uses on the NHD to the narrative in Title 25 Environmental Protection, Department of Environmental Protection, Chapter 93, Water Quality Standards by hand. Corrections were made to the attributes as required.</suppInfo>
